Roof-covering-only work has a qualified exemption

Harahan’s December 2022 Ordinance 1960 lists roof-covering-only changes on one- and two-family dwellings among work generally exempt from a building permit. It allows the code official to require permitting and inspection for hazardous or complex conditions.

Confirm the current interpretation before relying on that exemption. Structural repairs, a different project scope or other applicable approvals can change what is required.

Concrete work follows a different rule

The same ordinance says concrete work requires a building permit. Give the Regulatory Department the address, footprint, proposed elevations and intended use, then confirm the submission and inspection requirements.

For an existing driveway, distinguish replacement within the current footprint from an expansion. Identify any drainage, curb or public-property work before the quote becomes the construction plan.

Keep permit advice separate from assistance eligibility

A local permit exemption does not establish eligibility for a roof grant or an IBHS designation. Use the funding guide for statewide roof options and ask Jefferson Parish about applicable repair-assistance intake.

Describe hidden work before comparing prices

A covering-only roof scope may change if damaged decking or structure is found. Ask for a written change-order process. For concrete, include demolition, base treatment and the planned water path; surface area alone leaves major work out of the comparison.
