Louisiana homeowner guide
Louisiana roof grants, tax credits & insurance
A grant, tax credit, insurance benefit and loan pay for work in different ways. Check the application timing and written eligibility before signing a contract or treating an award as part of your budget.
Plan my project Sources checkedFortify Homes: lottery currently closed
As checked September 7, 2026, Louisiana Fortify Homes lottery registration is closed. The program can contribute up to $10,000 toward eligible FORTIFIED roof construction; homeowners pay evaluator fees and costs above the award.
Qualifying primary residences need a homestead exemption and required insurance, including flood coverage when applicable. New construction, condos, mobile homes and partial roof patching are excluded. Claims and other assistance must be disclosed.
LDI tells applicants to wait until selected before contacting an evaluator or contractor because it manages provider selection. Starting work before approval makes the project ineligible. Read the administrator’s current rules before making arrangements.
State tax credit: next stated window is 2027
Louisiana describes a nonrefundable credit for 100% of qualified expenses, up to $10,000 per eligible residence, with a $10 million statewide annual allocation issued first-come, first-served. This is a tax benefit subject to qualification and allocation, not an upfront grant.
The application window for roofs certified in 2025 closed June 30, 2026. The Department of Revenue says applications for roofs certified in 2026 open through LaTAP on January 1, 2027.
The rules require an eligible primary residence and an IBHS designation. LFHP recipients cannot also receive this credit. Confirm qualified expenses, documentation and the treatment of unused credit with the current Revenue guidance and a tax professional. The 2026 bulletin updates the documentation requirements.
A premium discount and an endorsement do different jobs
A mitigation discount may reduce an eligible portion of policy premium. A FORTIFIED endorsement can help cover incremental upgrade costs after a covered loss. Coverage, exclusions, price and claim treatment depend on the policy; get written terms from the insurer.
LDI has announced hurricane-premium discount benchmarks to be implemented no later than January 1, 2027. They are not a promise of a present percentage discount on an entire policy.
New Orleans: keep the programs separate
The city publishes several roof-assistance routes. The amounts and status below come from different programs and should not be combined into one offer.
| Program | Published benefit | Status to verify |
|---|---|---|
| CDBG FORTIFIED Roof Program | Up to $35,000 for eligible households and work. | Program description is live; confirm current funding and intake with its administrator. |
| Housing Trust Fund owner-occupied roof program | Expected assistance up to $25,000. | Upcoming. The fund’s launch schedule lists November 30, 2026; the program page says application timing will be announced. Recheck before relying on that date. |
| Fortify NOLA gap funding | Intended assistance for eligible costs beyond an LFHP award. | Upcoming program; verify launch, household limits and award rules. Do not assume programs stack. |
Jefferson Parish repair assistance
The parish’s homeowner rehabilitation lottery is closed and excludes Kenner. The same page describes separate year-round emergency repair intake; availability and eligible work still need confirmation. Ask about the specific program instead of assuming every rule applies to every assistance route.
No open concrete-specific grant was verified for the eleven service areas. A necessary repair under a rehabilitation or disaster program may be considered differently from a discretionary driveway, patio or decorative upgrade.
If you need financing, compare the repayment terms
Financing is borrowing, with repayment obligations. Ask a lender for the APR, payment schedule, total repayment, fees, credit conditions and any security interest before comparing a loan with other funding.
Start with a written project scope so any amount you consider borrowing reflects the work. Confirm grant or insurance eligibility separately; an application for assistance is not a funding commitment.

Common questions
Can I combine LFHP and the state FORTIFIED roof tax credit?
No. Louisiana’s Revenue guidance says an LFHP grant recipient cannot also receive the state FORTIFIED Roof Tax Credit.
Should I replace my roof now and apply for LFHP later?
Do not assume prior work qualifies. LFHP requires its selection and approval sequence before construction. Follow the current administrator instructions.
Can insurance claim money be used with a roof grant?
Disclose the claim and other aid to the grant administrator. Benefits cannot be duplicated; the program determines how the claim affects eligibility or the award.
Does a closed grant program mean I cannot get an estimate?
You can plan a self-funded project, but if your goal is LFHP funding, follow its instructions on provider contact and selection before arranging work. A general guide is not an award or approval.
Local requirements, program availability and product terms can change. Sources checked September 7, 2026. Confirm the current requirements for your property with the relevant authority before work begins.
